ISO 9001:2008 其中一句的理解

原文7.6的第三段：
where necessary to ensure valid results, measuring equipment shall

我当时是先看的中文版，看到这一段是这样翻译的“为确保结果有效，必要时，测量设备应”，我想请教的是：
1. 必要时是什么时候？
2. 不必要时是否就不用做......，那么也就不需要为结果的有效性负责了？

Well, since not all the equipment are used for IMTE purpose, therefore, if any equipment not for this purpose, the requirements of 7.6 cannot be applied on them. However, when they are for IMTE (Inspection, Measurement, Testing equipment), well those equipment shall follow the following requirements. (pls refer to clause 7.6)
