标题: 怎样管理好工程师
各位大侠，目前我遇到一个管理上的问题，请大家帮助解决：

我目前管理质保部的检查科，直接下属四个班组长，一个工程师；

1、工程师不能够按照我的要求进行工作，分配工作执行率低；
2、工作不主动向我汇报；
原因分析(目前掌握)：
平时部门老大越级直接安排相关工作(占工作量的20%)

请教大家是否有类似案例，并能够给出对策！

communication is a good way to solve the problem.
Communicate with your boss to assign the authority to you.
Communicate and consult with HR about it
Communicate with the engineer and let yourself know what the status on him
